Housing Programs

Weatherization

Homeowners and renters meeting financial guidelines are eligible for free home improvements that increase energy efficiency & decrease heating bills by concentrating on the problems of general heat loss and air infiltration. 

Services provided often include attic, wall, and floor insulation.  Crew members also deal with health and safety issues by installing smoke detectors, checking carbon monoxide levels, informing clients of potential lead risks and checking moisture problems.

Home Rehab

Low-income homeowners are assisted with all forms of rehabilitation including electrical, plumbing, heating, windows, siding, foundation, and roofing. Note:  Due to the volume of applications we receive, there is currently a waiting list for this program.

NOTE:  Mobile homes are not eligible for this program unless they are on a permanent foundation.

Furnace & Water Heater Program

Repair or replacement of inefficient furnaces and water heaters is available for homeowners who are on LIHEAP (Low Income Home Energy Assistance Program), commonly referred to as fuel assistance.

Furnace Clean & Tune

Income eligible clients receive a free inspection, cleaning, and tuning of their gas, propane or electric furnace.

Note: the furnace clean and tune is available only for clients who are enrolled in the Low Income Home Energy and Assistance Program (LIHEAP) that is administered through County Social Services.  Contact social services in your county for a referral to our agency.

Helping Hand Program

Homeowners may apply for assistance with minor non-weatherization repairs such as electrical, plumbing, thawing frozen water lines and heat tape installation.  Other eligible expenses are materials for minor floor and roofing repairs and paint. Funds are very limited.

Cooling Program

Assistance under the Low-Income Residential Cooling Program is available to LIHEAP-eligible households, who may qualify for a cooling device (an air conditioner or a fan, as the need dictates) or repair to an existing cooling device.  

The program runs May 1st – September 30th.

To qualify, you must be:

  • age 60 or older OR have a documented medical need;
  • be on LIHEAP (fuel assistance) OR be LIHEAP eligible. Households that didn’t participate in the LIHEAP heating assistance program this past year need to complete a LIHEAP application to determine income eligibility before a referral can be sent to Community Action. You must contact social services at their Customer Support Center by calling 1-866-814-6005 or visit your local social services office.  If you are eligible, they will send a referral to RRVCA for the cooling program.

Home Cents Loan Program

The Home Cents Loan Program is currently suspended, due to lack of funding.  Prior applications will be kept on file for future funding of this program.  To be notified when the program in reinstated, sign up for our email list.

Red River Valley Community Action (RRVCA), utilizing funds provided by the City of Grand Forks, offers low-interest loans for home repair. Loans are available to low- and moderate-income homeowners (a single person can make up to $49,500 and still qualify).

Properties eligible for this program must be owner-occupied for one year or more, the house must be at least 15 years-old and be located within the boundaries of 32nd Ave to the south, Columbia Rd to the west, the Red River to the east and city limits to the North.

Lead Testing Program

RRVCA provides certified lead risk assessments and clearance testing for private and public housing as well as commercial structures.  Fee varies depending on type of structure.  Call our office for a quote.
